You can only get skills on the account you unlock them on. If you have 2 accounts, you have to unlock the skills on both before you can buy them at skill trainers. Characters, skills, titles, etc. can not be traded between accounts, only items.

If you mean on a different char, then for pve you can buy it from a skill trainer.

If you actually mean account, then you cant.

It is not unlocked on a PvE chatacter just because you unlocked it on another. If it is not an elite skill, you can buy it at a skill trainer earlier than it would be available or with a tome. But you still have to buy it again for each PvE chatacter. Elite skills cannot be bought at a skill trainer, they must be capped from a boss. If you have already capped it on one of your chatacters, you can unlock it on another with an elite tome.

For future reference, one character is not called an account. An account is all of the chatacters available to you to play. Some people buy two (or more) copies of each chapter, so they would have multiple accounts.

Okay, first you need to make an important distinction...sounds like you may be a tad confused. An account and a character are not the same thing.

If one of your characters has a skill, and you want that skill on a different character attached to the same email address, you can use a tome. Otherwise you have to unlock it again.

How to acquire skills:

1) Learn them from quests - this is available to all characters on an account that have the correct primary/secondary class
2) Buy them from skill trainers - first time acquiring a skill (unlocking it) will require you to find the appropriate trainer
3) Use a tome - this requires the skill you want to learn to be unlocked on the account first
4) Trade in Balthazar Faction - this only unlocks skills, but those are then available to use on any PvP character
5) Use a Signet of Capture near the corpse of a dead boss - usually used for elite skill, but you can capture non-elite skills is you want

Once a skill is unlocked on the account, any new characters can buy that skill from any skill trainer on the appropriate continent. If it is a Canthan skill, then you cannot buy the skill from a trainer in Tyria. Elites can only be obtained by killing the appropriate boss, and using a Signet of Capture. If you want an elite on multiple characters, Elite Tomes can be used after you have unlocked the skill.

An account is made up of multiple character slots. You get 4 no matter what, and more depending on what other games you own, and have linked on the account. Many people own more than 1 account. If you do not own more than 1 account, but have multiple characters, then your solution is much easier. Once a skill is learned by any character on your account, that skill is unlocked. Once a skill is unlocked, any character on that account can buy that skill from a skill trainer in the appropriate continent. I suggest bookmarking both wikis and using them, as they easily answer these questions.
